Update: I may have found the problem. It looks like you need to have two weapons on your char in order for outfitter to load sets. It hadn't worked on my new char, until I turned lvl 15 and outfitted another weapon.

Ya I think your right. So it sort of defeats the purpose of using Outfitter until your character reaches level 15. The only thing that works until then is changing your gear layouts.

I'm also having the same problem

EDIT: On further investigation, I created 3 different actionbars. For the sake of this, A, B and C

A was the first one saved. I can scroll through A, B & C, but if I click load on B or C nothing happens (nothing in chat window either), but I can click on A as many times as I like and each time it loads fine and comes up with the

"Loading Action Bar Set 'A'" and "Weapon 1 loaded Bars complete..."

I've tried B and C after A but nothing, I go back to A and it still loads fine.

Edit: Outfitter itself is probably not bugged, as older version is also not working, but it just doesn't work with current ESO version.

So, if I'm understanding you, it is possible to toggle the helmet on and off with code in an addon, but that is not part of this addon?

Not in the current version but Full Immersion enables a helmet display keybind, and can auto-show/hide your helmet when entering/leaving combat.

I develop these addons in my free time. I have a full time day job, also have a wife, kids and pets. I do not create addons for the purpose of being paid. However, tossing me a few bones eases the stress and frustration after endless hours of "code grinding" because it adds to that feeling of work "paying off".
