Just saying . . . people aren't going to use your addon if ESO Safe is basically required. You will have way too many balk (rightfully) at the EXE in ESO Safe. This will need to be figured out for this add-on to have large "success".

MAP_PIN_TYPE_POI_SEEN
as a compass pin option (should be on by default for this add-on's purpose).
This will hide undiscovered (or incompleted) POIs from the compass. Why should you know they exist anyway?
For that matter if you like the idea, you may as well make MAP_PIN_TYPE_POI_COMP...

Is there an easy change I can make to allow the add-on to continue to map a territory when I have it in "/discover" mode?

Problem was with me. I had created a backup copy of your folder a while back because I was toying with the LUA and didn't want to permanently damage it. Both folders with different versions were, as expected, wreaking havoc. Sorry for the false alarm.
