 Number / Percent Values Help

Hello, I cannot for the life of me, figure out how to get the number or percentage values to come up on my attribute bar or enemy health bars. I have looked through the settings many times and even have the vanilla combat setting "Resource Numbers" to Number and Percent. Yet, I do not and cannot figure out as to why they are not show...
