I said that it was set to be able to be moved. The option is set to "off". And you are surely not in gamepad mode? Maybe the addon is covered by another transparent window. Did you try loading it stand-alone? I removed the compass bar and went into options again and turned off gamepad mode that way instead of using the keybinding...

I can not move the minimap from the center of the screen. Yes, I have gone into the settings in the game and made sure the option to be able to move it is active.
