To Shed some more light on the disappearing Debuffs:
As long as no other Player is involved in the fight, the Debuffs do not dissappear. As soon as a Player casts an Ability, that would appear in the Target Debuffs list, movement of the target reticle leads to the disapperance of abilitys.

In the german version of ESO the rending slashes dot doesn't show. It's called "Trennschnitte". If I change the client to EN, everything works fine.
