Correct - latest Combat Reticle release here has fixed the issue that was worked around in the community patch. So you can remove the patch when you install the latest CR version. Does this mean we don't need the temp patch addon now?

Apparently ZO changed something in the API that caused this - there's a thread about it in the forums. Did you make a back-up of your settings before applying the ESO patch? I have shadowcopy on my pc so I can go back up to a month -- so yes I do have the old one - I tried putting that in there but it just did the same thing. C...
