I deleted my existing release and installed this release and did not have any problems
Could you try the same and see if fixes it? ie under addons delete the two folders CookeryWiz and EasyFrame? And for good measure the data file SavedVariables\CookeryWiz.lua file?
Also, did this occur as soon as you logge...

There are already exisitng chat commands to toggle the window.
One is a real short one: /cw
For the moment just press the key to start a chat message with a starting / (it's configurable as a keybinding in standard ESO controls already) and write "cw" (without "") and press enter.

Agree with the others that the toggle should open/close not open/minimise/close. I also have a request that you make it optional to have it report mail scanning. It can get very spammy and hard to see anything else in the chat.

Is it normal that Cookery Wiz is always maximized if I log in?
I would like it to remember the last state as I logout (save the visibility to SavedVariables) so if I login later it is still hidden/shrink like it was as I logged out
It saves the state (shrunk/maximized) but not visibility. I am happy to put that change in though....
