"Misc Advanced" is now split into "Icons Advanced" and "Tooltips Advanced" for niche special options

- new option to "Shorten Tooltip Names" (3 characters)
- new option to "Display Tooltip Name Only If Unknown" (so it will show only the names of those who can learn it)
