It's the "AW" that confused me. Just change it to "account-wide" :P (and to make it clear, I would make it "Display (account-wide settings only)" to avoid confusing with the other options that have a toggle.

I have the exact opposite problem. I can't get auto-steal to stay off regardless of what I've done. So far the most extreme thing I've done is clear the variables for this add-on and disabled all other add-on's without any change. I'll turn it off and as soon as I steal something while sneaking it turns itself back on.

I presume you opened the container? :)
I have noticed that ESO is occasionally bugged where I'm alone in a room or on a balcony and yet the eye reticule is wide open - indicating that I am detected....

So the addon is not supposed to do automatic stealing then? You might want to alter the description page then, because "Smart auto-looting of stolen items" implies it does.
The addon does do auto-stealing.
