"Returning Winter's Bite" is actually inside the house where that pin is, and it's not immediately obvious that it's there until you go inside. There's two quests from that NPC, one which wasn't mentioned by Destinations (the first one).
"Beneath the Surface" should still be obtainable for you, as it is a side quest that doesn't req...

First. I'm playing on Ebonhearth Pact side and I see Daggerfall Covenant start quests on Cyrodiil map. I mean Siege Warface and Reporting for Duty. Quests for other conflict side in game. Aldmeri Dominion similar quests not showed.

The easy way for you, so you don't have to mention cities, then make sure you are zoomed out to the zone and write those coords. Maybe add a mark of some sort so I know it has a second coord for a city... No need to write a name... add a star (*), then I find that coord set myself :)

First. Something wrong with coordinates system in game or in all addons. Seems to be game problem. I finded place of coordinates X: 53.35 Y: 55.75 and it's not wayrest building :)

But seems X: 53.35 Y: 55.75 is mistake and I can't understand which digit wrong because I delete screenshot with this spot and all others. Never save them :)
