Panel shows exactly that the game telling about skill. If you want timer with another rules then simply make a widget (Settings>Bandits UI>Buffs>Widgets) and customise it.
Why game telling to BUI wrong timer?
Because ingame timer works well:

Make changes for Subterranean Assault timer on the ability panel, please.
It's hits two times, but timer active only for first hit.
