 Default Zoom Not Working

Sorry if this has been addressed before (couldn't find anything), but whenever I enter a new area, my zoom level always goes to 10, even though I set my Default Zoom Level to 6. The only way I can find to fix this is manually change the actual zoom level to 6 then reload the UI.
