How do i actually use the side panel?

I liked the subsampling option in the sidepanel and it could help me if i knew how to make the side panel appear and use it, i noticed that if i press the middle mouse button, the bar appears but there's no way i can interact with it, it would also be useful if i knew if there's a way to add that subsampling option to a hotkey.
