It looks like not all delves are affected by this bug. The delves I visited did not have the bug of missing 3D pins. The bug should be fixed in the new version 3.12.4 which should hopefully fix all other cases of missing 3D pins. Since the route I have been taking goes through Wasten Coraldale to whack Stormsinger Farya a couple times for plunder skulls before looping up through the Alinor docks, then into the stable behind the House of Reveries, up the ampitheater, then up toward the skyshard, that may be what's doing it. I'll have to check experimentally....

Not sure if reported, but anyone else losing resource pins on minimap/world-view after entering and leaving a delve? I'm not sure if it's just related to delves, but I'm missing a lot (if not all) of the 3D pins in world view. I'm not sure of the accuracy of the map/compass pins, but the 3D ones are AWOL for sure.
