 Running the client

Could anyone help explain what I'm missing here? I've been trying to figure this out myself but I'm now at a loss.
The client.exe im supposed to run is called client.exe.config and I am uncertain if this is normal?
DOuble clickling it has windows asking me what app to run it with, so am I supposed to remove the .config extensio...
