 Skill bar and quickslots missing

I installed BUI 4.308 and see that I have no skill bar or quickslots. I have tried turning it on in combat--> ability bar--> always show with no luck and I have tried deleting every addon and just enabling BUI with no luck. Lorebooks and Harvestmap were not working for me. I have loaded TTC and I was always able to see TTC pricing on my items.
