Do you want to change colour of bar itself? Do you want this feature for default target frame bar and/or this addon custom target frame?
EDT2: As far as I understand, there are no more separate type for "neutral" targets. All targets that are now coloured white are attackable and thus "neutral" in sense that you want. So...

I really like this addon! I have some requestes/suggests:
- Add an option to color the target health bar as the name (by reaction)
- Change the color for neutral target name (and hope health bar) from white to yellow (or add an option to choose)
