Passive Bar not movable on some characters

as the subject of this post say On some characters the passive buff bar can't be moved. I've cleared all savedvariables and disabled all addons, but the problem still lingers. Any idea what could cause this issue? EDIT Fixed it. I deleted the ESO documents folder, seems to have been rights issues cuz I've copied the folde...
