It's ok. I used the word "highest" because i don't carry level 50 gems (don't pvp) unless my character reached that level. Generally, when I start using new level gems i have about 50-70 lower level filled ones. Once I run out of them this problem doesn't exist anymore.

AlphaInfo shows the lowest level empty and filled Soul Gems. I had 1 empty and 37 filled minors, 10 empty and 4 filled lesser in my inventory. As you can see on the screenshot infobar shows 1/37.
