 Still cannot use client.exe

I keep getting: "Application is already running or your anti-virus is blocking part of this application's functionality"
I turned off my anti-virus completely, that was after manually adding the exe to the whitelist.
Also turned off windows firewall to try and run it and kept getting it.
Checked task manager each time to try...
