I noticed that when using the detailed Target Resistance/Penetration reticle option it seems that overland mobs have 6,100 resistance. IS this number supposed to be 9,100 or am I mistaken? I haven't had the chance to check all other mob types.
Yes. Weak mobs have 6100 resistance.

Getting this new bug since yesterday's update

Getting this bug since the update yesterday. It happens in different situations and keeps spamming LUA errors. Happened in different groups, dungeons, cyrodiil.
