I have been troubleshooting this, and can't replicate it. The only zone I have 100% fishing in (Alik'r Desert) shows the fishing window fading when I zone in. The only addons I have active atm are mine, the fishing tracker and it's required library. Are you having this issue in every zone, or just the one's with DLC starter NPCs?...
