If you are handy with lua, you can have a look at the event viewer(s), it would only take very tiny (logical) changes to make it work...
Example:
change this to this this in file C:\Users\%username%\Documents\Elder Scrolls Online\liveeu\AddOns\CombatCloud\Core\EventViewers\Combat_Scroll.lua

Needs some clean up and tweaks, but should do for the moment.
Animation speed sliders not yet implemented. Don't forget you can unlock and resize the panels.
Needs some localization.

You should be able to just download previous version again if you don't really like the scrolling. The scrolling will be made optional in next release.
The scroll length can be changed by resizing the panel.
