I think he means the lower part of the tooltip, it somehow shows wrong as if the contents of the lower tooltip is missing.
Looks like the the additional "extra tooltip part" of IIfA is enabled where some info is shown in a seperate tooltip box below the normal item tooltip.

Just a wild guess as I had that happening in the past:
Try to allow the total folder \users\...\documents\elder scrolls online\live\AddOns\TamrielTradeCentre within your AntiVirus tool.
If the tool got some ransome ware protection also add that folder and subfolders there to the whitelist.

on the "with PP" screenshot the required materials are listed in the middle, hence the content of the tooltip most definatly seems to get affected by PP, not just the looks of the tooltip.

Are you sure this happens because of PP?
Please disable all other addons except TTC and test with only TTC and create a screenshot how it looks like then.
After that enable PP + TTC (only these 2!) and check what is the difference.

"Open all containers" stops functioning when it gets to a container with something unique that I already have in my bags. (Like a map, for example.)
Even once I get rid of that specific container, I never get the prompt to "Open all containers" again until I /reload.
