I posted a fix on that a while ago. Feel free to apply it yourself.
Both "southhighrockgate_base_0" and "eastelsweyrgate_base_0" have a quest under the correct NPC, but references quest id 4722, which is the ID of the Pact version of "Welcome to Cyrodiil".

Those are probably Craglorn quests. The addon hasn't had a content update since prior the Craglorn revamp. The author (SnowmanDK) has long since stopped playing, and the maintainer (Ayan...
