How to unlock NON-Cloud Scrolling Text?

Hey, so this has been brought up a few times in the comments but no one has answered... How can you unlock the NON-cloud Scrolling text? On sypher's stream it is moved up above his unit frames, but on mine the scrolling starts below my unit frames and goes through them which is super annoying. I asked around in a few streams...
