These are the closest thing to the type of bars I want that I'll get anytime soon, so much thanks for this. I only wish that there was an option to only show percentages rather than the raw values for health/stam/magicka. That's the one major feature request I have for the moment.
Working on adding that actually :>

Are you using any other mods? There are some mods i'm aware of that do try to move the compass bar as well so may be setting it to where they want it to be rather than your choice.

One of the items I wanted to move and scale was the top right 'messages'. Given they are not in this addon I am assuming that the API doesnt allow you to access it?
By top right messages do you mean things like when you take a screenshot you get a big message or the "focused quest tracker"?
