All comparison, except name based of course, is based on integer codes so I'd assume the problem is not language related at least. How have you set up the rule? The craft name should only be relevant for craft ingredients (if I recall right). Defining something to be both "blacksmithing" and "weapon" thus wouldn't match anything....
