I'm not sure how to ask this so if it doesn't make any sense, I'll apologize now.
Is there a way to get the guide to fast forward to the "next" non-completed quest? For example, when you go to a zone where you've already completed some things (like delves), it'll automatically jump forward to the spot where you "left off" however...

Votan's Keybinder is your best option https://esoui.com/downloads/info1174-VotansKeybinder.html allows you to remap any addon keys to whatever you want and its has a checkbox beside it to make it account bound and it will work like you set it up on...

I don't know what happened, but my waypoint arrow seems to have disappeared! I went into the options and attempted to resize it huge in case I accidentally hid it behind something but nope, it's just gone lol (I tried to "reset" it back to original position as well, but nothing.)
I've no clue what information I could provide that...

LibStub is still needed. This addon is too old to get rid of LibStub that easily. I am not updating my version of this Toolbar, as it is unclear who actually is updating what.
