But I realized that nothing was really reset, because the window was already resized to where I had it previously. So I closed ESO and deleted the CombatLogStatistics file in the SavedVariables folder, restarted...

Already in there. Click on your first add-on and release the button. Then hold down the shift key and click on your last add-on. Everything between the two, inclusive, should then match the new state of the first add-on.

What CrazyDutchGuy said. You can also assign a keybinding to the command, in the Esc menu -> Controls, and scroll down to Sous Chef.
Also, ingredients are only marked if you know a recipe that uses them.
