NPCMuter Still Needs Someone To Take Over

The ESO community NEEDS someone to take over NPCMuter or make a totally new addon that allows us to blacklist & mute specific NPCs.
We're going insane over these NPCs that say the same things over and over. We've heard them all a thousand times!

I tried Harven's Mute NPCs addon, but it muted the dragon shouts, too. Which I didn't like due to the shouts being important combat information. And if it mutes dragons, I imagine it mutes other NPCs that speak during combat as well. That's not good. :(

I found a simple way:
Disable the envirnment and/or dialog sounds and just play with the others and your beloved music you like to hear.

But then I can't hear NPCs when I'm in a dialog with them for quests, etc. I don't want to mute those. I only want to mute the repetitive talking going on around my character.
