Adding a Form to Player Creation Section
 

I've just started playing with the ESO API and as I look through the available information I see functionality for in-game but I'm interested in creating an add-on for use during the player creation phase. Can anyone point me to where I should be looking to register my functionality?

This is not possible. Addon's aren't loaded until you log in with a character.
