Suffice it to say you can do a few simple steps but I need the screenshots I asked for. What you are doing is trying to provide helpful information that is usually used in other situations. Focus on getting the exact two screenshots I showed you in my examples.
One is just taken in game with the keybind normally the PrtSc/SysRq button. If you watch the screen while in game the location of the screenshot appears in the upper corner so you know where to look for it. The other is with Minion open and you clicked options first.
Taking your computer somewhere or resetting it again isn't going to help you. A technician at a store will configure windows how they were trained to do so.
Most of what you described is how Windows configures itself to work. With that said, you can read the following but it's not going to directly help you. It's just my notes on what you mentioned so far. I'm being a bit techie and geeky though.

When you right click for properties Apps path as shown, it looks like C:\users\tassie, so Minion doesn't have a path to follow.

And that's fine but not something you set up wrong. Some programs use things like %USERPROFILE%\FolderName to store files. Windows knows how to handle that, so you don't set it. Basically all the paths and locations are fine but Windows knows how to access them from a program when an author uses things like %USERPROFILE%. It's not what you need to resolve your situation.

I don't use Windows 10 or 11 but this won't matter. There may be a way to correct it but you can probably ignore that and just use whichever works for you when you view your computer's desktop.

The computer, Windows, or a store where you purchased the computer can reset things back to factory but it won't help. You are not intentionally doing anything wrong. However, windows is not doing anything wrong either.
In an attempt to correct issues sometimes people choose certain things because they have a familiarity with something. For example you felt a good location would be C:\Users\tassie\Docs\Elders Scrolls\Live\Addons\ESO but the way windows 10, or 11 works the game won't use that location. I still use Windows 7 and it wouldn't either.
What I feel needs to happen is, rather then take the computer somewhere or set the computer to factory defaults you have to use the default path and manually assign that in Minion. However, you should not do that until I get the exact screenshots I requested.
