I don't have any way to answer your question. First I don't know how you uploaded the file. I can say the site admins did approve the file you uploaded like they would for anyone.
I was able to download the file manually and with Minion.
Whatever you are experiencing I am sorry it is happening, the site is not responsible, the admins are not responsible, and I doubt anyone will have a solution. You will need to figure out why on YOUR PC you have that issue.
