I don't know what exactly was the issue, but, since the drive I had minion (and eso) on had some issues, I just moved ESO (and today) minion to a completely different drive.
Today I downloaded the 32 bit minion and installed it and it is working now.
So, it may have had something to do with my drive having problems and not minion itself.
