It would seem that Fargrave Coffers and Blackwood Coffers are not linked, I was able to get a Blackwood Coffer after getting a Fargrave before the cooldown.
However, for the sake of simplicity, there is no point in changing code to reset on zone changes. As the timer will reset anyway when you get one, reason is that this may not be true on other events (Like how it is with Plunder Skulls). Although if there enough people that feel this needs to be an option, I will look into finding a way to do this.
