Modifier Keys for bindings

I'm not sure if this is even possible, but I thought I'd throw it out there.

Currently we can only bind individual keys to functions in ESO. Is it possible to allow keybinding to use modifier keys as well. M, SHIFT-M, ALT-M, CTRL-M, SHIFT-ALT-M, and so on? I find that the existing keybinding system in the game far too restrictive.
