[outdated] OOB for addons please

ZOS, please add a flag to sendchatmessage that will only appear to addons specifically looking for out-of-band messages on that channel.

It would need to not apply any chat filters (such as strange talking if drunk or something, if something like that exists in game, and not stripping 8-bit data) and a much higher squelch limit before it gets considered spam.

It should probably not work on global channels, but things like guild and party and direct tells should have no issues at all.
