AddOns not detected

I recently reinstalled ESO and am using Minion to manage addons. No matter where I install them, the game is not detecting them.

I am not sure if I have the AddOns folder in correct location.

Currently, Documents are located here;

E:\Libraries\Documents\Elder Scrolls Online\live\AddOns

I moved my libraries to E drive. This has not been an issue in the past.

I also tried installing here;

C:\Users\xxxxx\Documents\Elder Scrolls Online\live\AddOns

Neither are working.
