NPC Interaction Filter

Is it possible to write an addon where you can put NPC-Names via hotkey on a blocklist, wich blocks the interaction prompt while targeting them - so you cant open dialog by pressing the keybind for interaction?

I think it would be possible. I do know that Azurah's can stop you from stealing stuff (in other words, using the interaction button) and I think you can also check what the reticle says.
