High level features?

Is there any high level description of the API in terms of things that they specifically want to make possibly and what they specifically want to disallow?

Things like :

Communicating to other players addons
File IO
Network IO
Unique id per player for tracking players history
Control Character - Move, Use abilities..
Etc...
