Reset a specific setting via Hotkey

Many raiders are plauged by the verbal assault of dragons in sunspire atm (they keep the shout/breath sound on, over and over and apparently it even stacks)

I found out that by setting the "Effects" audio slider to 0 and back to a positive value gets rid of the bug (until it restarts). It would be nice to do this via a hotkey, because doing this midraid is not a real option, and playing without effect sound completely is also rather confusing (if you're used to it).

I recently used this effect sound change in FCOChangeStuff for the "if mounting lower effect sounds to supress the loud mounts".
Will copy you the code here for the change.
Creating a keybind for it shouldn't be that hard then.
Maybe I'll just add it to FCOChangeStuff so you guys have a quick fix until ZOs patches this.

Added and updated it.

And only after those 2 addons I learnt that going into CP screen and staying there for 1-2s also does the trick :-/
