[Request] Visual Health Warning

i was wondering if anyone could create an addon that would show a visual effect when the players health drops below a pre-defined threshold, just like the old WoW addon Health Warning?

i really liked said addon for its dramatic effect when i was playing Wow for a few month and i'd love to have something similar in (T)ESO.
